Customs Control (International Arrivals)

After collecting checked baggage, international passengers must proceed to customs control before entering the landside arrival area.

Customs Control Location

Customs control is located immediately after the baggage claim area on the first level of the terminals.

Passengers should follow terminal signage marked “Customs”.

Customs Clearance Procedure

Passengers are required to comply with the customs regulations of the Republic of Azerbaijan.

  • Passengers carrying goods subject to declaration must declare them to customs officers.
  • Passengers with nothing to declare may proceed through the designated exit, subject to inspection.

Customs officers may inspect baggage and personal belongings when required.

Mobile Phone Registration

Mobile phone registration is a customs-related procedure and may be required for certain passengers.

  • First-time visitors intending to stay in Azerbaijan for more than 30 days, or
  • Passengers visiting Azerbaijan multiple times

should be aware that SIM card access is granted only after registering the mobile device.

Registration Locations

Mobile phone registration desks are located:

  • Terminal 1: On the left-hand side of the exit corridor, after customs
  • Terminal 2: On the left-hand side of the exit corridor, after customs

Passengers are advised to complete phone registration before leaving the terminal, if applicable.

Prohibited and Restricted Goods

Certain goods are prohibited or restricted from being brought into the country.

Passengers are strongly advised to familiarize themselves with customs regulations in advance.

Advance awareness of customs requirements is recommended for a smooth and efficient entry into the country.

  • Customs inspections may be conducted randomly or based on risk assessment.
  • Failure to declare required items or complete mandatory registration procedures may result in delays or restrictions.
  • Photography and mobile phone use may be restricted in customs-controlled areas.
